PUBLIC NOTICE INVITATION FOR BIDS Sealed Bids will be received by the Springboro Borough Office, at 103 North Main Street, Springboro, PA 16435, Crawford County, Pa., until 11:00 AM on Tuesday, May 2nd, 2017 on behalf of the Springboro Borough. The bids will be publicly opened and read aloud at the place and time as mentioned above for the following SCOPE OF WORK: BEAVER STREET - SR 4010 STORM SEWER REPLACEMENT PROJECT Replacement and new construction of approximately 1435 LF of 18” and 24” Storm Sewers, 11 inlets, 770 LF of sidewalks, ADA ramps, asphalt placement, plus appurtenances along PaDOT SR 4010. All work shall be constructed in accordance with an approved PADOT HOP Permit. Copies of the Contract Documents may be obtained by depositing Ninety Dollars ($90.00) with the Project Engineer, Rabell Surveying & Engineering LLC at 10560 Walnut Street, Albion, PA 16401, (814) 756-4384 for each set plus postage if required. DEPOSITS ARE NON-REFUNDABLE The Work which the CONTRACTOR is required to perform under this Contract shall be commenced at the time stipulated by the OWNER in the Notice to Proceed to the CONTRACTOR, and shall achieve final completion within 90 consecutive calendar days of said Notice to Proceed. Liquidated damages shall apply. A certified check or bank draft payable to the order of Springboro Borough, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. Pennsylvania Prevailing Wage Rates will apply to this project. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for female participation and a 5% goal for minority participation in his aggregate on-site construction work force for contracts in excess of $10,000. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. In accordance with Executive Orders 11625, 12138, and the Crawford County MBE plan, the CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. Bids may be held by Springboro Borough for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Springboro Borough reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. 04/06,10/17
