PUBLIC NOTICE INVITATION TO BID Sealed proposals will be received and opened publicly at the Office of the Secretary, West Mead Township, Crawford County, PA, at 1150 Morgan Village Road, Meadville, PA 16335, until 1:00 P.M. prevailing time, Wednesday, May 31, 2017, for the following: VARIOUS RESURFACING AND SEAL COAT PROJECTS AND MATERIALS FOR CAMBRIDGE TOWNSHIP, VERNON TOWNSHIP, WEST MEAD TOWNSHIP AND WOODCOCK TOWNSHIP. These bids will be considered by the various participating entities within 45 days of the bid opening. Bid forms and specifications may be obtained at the Office of the West Mead Township Secretary, 1150 Morgan Village Road, Meadville, PA 16335. Some portions of this bid packet may fall under the Pennsylvania prevailing wage rates. Each proposal must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the contract amount, made out jointly to Cambridge Township, Vernon Township, West Mead Township and Woodcock Township, as a guarantee that the bidder will furnish proper bonds satisfactory to all entities and enter into contracts to do the said work. This check or bid bond will be forfeited to the participating entities in case of failure to do so. Bids will be accepted only from PennDOT pre-qualified contractors. All proposals must be upon the forms furnished. All bids must be submitted in a SEALED envelope clearly labeled "ROAD PROJECT BID for letting of May 31, 2017". Cambridge Township, Vernon Township, West Mead Township and Woodcock Township, reserve the right to reject any or all proposals or waive any or all informalities therein, and award contracts in the best interest of each participating entity. Each participating entity also reserves the right to delete any item or items from the contract for budgetary reasons.
