PUBLIC NOTICE EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A WETLAND To: All interested Agencies, Groups and Individuals This is to give notice that the Pennsylvania Department of Community and Economic Development (DCED) has determined that the following proposed action under Home Investment Partnership Program (HOME) and M-15-SG-42-0100 is located in a wetland, and DCED will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The activity in question is the new construction of a three-story multifamily residential building containing 40 units in a project called Evans Square (the Project). The Project will have an approximate first floor gross area of 13,085 square feet and an approximate total residential floor area of 38,953 square feet. The total land area of the overall site is 38,028 square feet, or 0.873 acres. It will be a wetland that is affected by this project. Approximately 1,656 square feet, or 0.037 acres of wetlands will be directly impacted by this Project. The proposed Project is located at Line Street & North 5th Street, Conneaut Lake, Pennsylvania 16316 in Conneaut Lake Borough, Crawford County. There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk. Written comments must be received by DCED at the following address on or before November 21, 2016: DCED, Commonwealth Keystone Building, 4th Floor, 400 North Street, Harrisburg, PA 17120-0225, Attention: Tony Payton, Deputy Secretary of Community Affairs and Development.
